VICTORIA BRANCH

Victoria Branch is a member of Mills Black LLP’s maritime practice.  Her work focuses on Shipping Act compliance, regulatory disputes, cargo loss, marine casualties, charterparty agreements, and vessel financing. 

Victoria earned her Juris Doctor from Tulane University Law School in May 2025, graduating with a Certificate of Specialization in Maritime Law. While at Tulane, she served as President of the Black Law Students Association and held senior editorial positions with the Tulane Maritime Law Journal, including Senior Articles Editor as well as Notes & Comments Editor for Volume 49. Her published works address topics such as implied consent in maritime shipping contracts and regulatory challenges impacting global trade (Woe Is the Red Sea: Why U.S. Federal Law and FMC Regulations Fall Short in the Face of Geopolitical Industry Disruptions, 49 Tul. Mar. L.J. 323 (2025))

During law school, Victoria also worked with a prominent ocean carrier and offshore energy company assisting in the drafting and negotiation of service contracts and vessel charter agreements, managing and ensuring compliance with transportation agreements, as well as developing tools to streamline regulatory compliance tracking. She conducted independent legal risk assessments for land and marine project contracts, and worked on complex Jones Act casualty litigation

Prior to law school, Victoria graduated cum laude from The Ohio State University with a Bachelor of Science in Education, majoring in Sports Industry and minoring in African & African American Studies. She also served as an AmeriCorps Member through the City Year–Columbus program, where she provided classroom support and socio-cultural intervention services to middle school students in East Columbus, Ohio.
