Partner Tom Mills Receives Distinguished Alumni Honor from the USCGA Alumni Association

Mills Black LLP is proud to congratulate partner Tom Mills on his being recognized by the U.S. Coast Guard Academy Alumni Association as its 2025 Distinguished Alumnus “for a distinguished legal career and his unwavering commitment to citizenship that have profoundly impacted the Coast Guard, the Academy, and our nation, consistently driven by a sense of gratitude and energetic leadership.”

Tom graduated from the Coast Guard Academy in 1970 and left active duty in 1975.  Through the past 50 years of his civilian career as a top-level maritime, regulatory, legislative, and health-care attorney in Washington, D.C., he has actively and generously supported the Coast Guard, the Academy, and Coast Guard men and women, both through the Alumni Association and directly.  He has served as Chairman of the Board of Directors of the Academy Alumni Association and has served on the Board of Trustees of the U.S. Coast Guard Academy.  He was a leader of the project to build the Academy’s Alumni Center, oversaw the legal contracting to procure the Academy’s fleet of Leadership 44 sail training vessels, and is one of the leaders of the effort to establish permanent support for an upgraded wrestling program. 

Tom spent 25 years as a partner at a leading international law firm as Managing Partner, head of its health care and maritime practices, a member of its Executive Committee, and chair of its Operations Committee.  During the course of his career, he has been involved in many legislative projects that have helped shaped U.S. legislation and has earned a national reputation as both a maritime and health care attorney.  He has shared his legal acumen and personal support to countless Coast Guard servicemembers, from junior enlisted to senior officers, and has maintained strong, lasting relationships with his Academy classmates and their families, as well as his broader Coast Guard family. 

Tom remains actively engaged in the practice of law as managing partner of Mills Black LLP, and a strong supporter of its program to provide pro bono support to Coast Guard personnel.  We are incredibly proud to work alongside the Coast Guard Academy’s 2025 Distinguished Alumnus.
